Time and time-apply on windows 11 Pro

Possibly my question is not a problem of Racket, but as discourse is a very nice site, I ask my question first here.

With windows 11 Pro on a 12th Gen Intel(R) Core(TM)i3-1215U processor, procedure time-apply and syntax time of DrRacket version 8.15 [cs] show the cpu time as only one fourth or one fifth of the real time even when making sure not more than 3% of cpu is used for other processes. With Racket 14 [cs] I observe the same. I do not have this discrepancy with Windows 10 Enterprise on a AMD Ryzen 5 1500X processor.

Is this a Racket problem or should I post my question to Microsoft or Intel?
I have not found any tool with options for timer hardware.
