Racket on Exercism for #48in24

Hello, everyone. For the last few months, I've been maintaining the Racket language track at Exercism.org. Exercism features a series of coding exercises across 67 language tracks including optional code review, all free. This year, the site is featuring an exercise each week for the next 48 weeks, starting this week with "Leap Year" where you must calculate if a given year is a leap year. At the moment, I'm expanding the exercises available on the Racket track so hopefully you can do most if not the entire event with Racket.
